CRIM

The Municipal Revenue Collection Center (CRIM) is a municipal entity created in 1991 as part of the Municipal Reform process to bring municipalities closer to the administration of their main sources of income, vital for the financing of the services they offer and their operations. Likewise, with the creation of the CRIM, the administration of the Municipal Property Tax Law of 1991 was delegated to it, on behalf of the municipalities. The CRIM provides fiscal services on behalf of the municipalities and as a municipal agency has the responsibility of notifying, assessing, collecting and distributing public funds from different sources provided by law. In addition, it is responsible for updating and keeping the Real Property Registry of Puerto Rico up to date.

Prior to 1991, municipal finances were mainly supported by property taxes and the subsidy provided by the State. Both sources of income were controlled by the Central Government through the Department of the Treasury. The municipalities were not satisfied with the work done by the Department of Finance, especially with regard to the collection of property tax. They also understood that part of the process of obtaining greater autonomy was related to achieving greater control over their main sources of income. With the support of the two organizations representing the municipalities, the Executive presented the necessary legislation that created the CRIM.

Although Law No. 80 was approved on August 30, 1991, the CRIM began operations on July 1, 1993. During the period between August 1991 and July 1993, the CRIM was created and its administrative and operational structure and the mechanized systems necessary for the management of the tax, personal and real estate database were organized. The CRIM has 9 Regions in addition to the Central Office.

Services offered:
MUNICIPAL CRIM OFFICES
a. Personal property tax returns are filed.
b. Certificates of debt or non-debt and account statements are provided.
c. Payments are received and applied.
d. Reviews and audits of personal income tax returns are performed.
e. Appraisals of properties and improvements are performed.
